Error sending notification. Where is the error description in the API?

What does this error mean when sending a notification
"PERMISSION_DENIED : Access to user data denied. User haven't authorized the application"
Out of 200 players who have logged in for the last 5 days. True returns no more than 5% in most cases this error. Why?
And what does this mean?

By permissions - the user deleted the game.
By activities - you can only send notifications to users who are addicted to your game. If the user is not addicted to it yet, the notification to him will pass only if he is not addicted to other games.
