Error msb6006 cmd.exe 9009? does it say "..\" is not an internal command?

1. add the path environment variable C:/Windows/SysWOW64
2. in the project properties
3. remove "..\" from the .vcxproj file
4. run the build in the project build order
5. if it doesn't work, then try to build the dependencies several times projects from each other one by one.
i got a build error
