Error installing Gitlab: E:Unable to find package gitlab-ee?

Followed the instructions on the site https://about.gitlab.com/install/#ubuntu
After entering sudo EXTERNAL_URL=" https://gitlab.example.com " apt-get install gitlab-ee
Writes:
E:Unable to find package gitlab- ee

For reference - EE is a paid enterprise version, where not everything is available without a license . Free community edition - gitlab-ce.
