Error installing DjangoCms on Windows 10. How to fix it?

from doc ( docs.django-cms.org/en/latest/introduction/install.html ) doesn't work

First, for assoc to work, cmd must be run as administrator. Secondly, most likely you already have a python association with py files. Finally, judging by the screenshot, you have a much bigger problem than the non-executing assoc command - your migration did not complete.

it seems that django-admin.py migrate does not want to do (if it exists) and does not connect to the database.
