Error downloading the pocketsphinx library, what's the matter?

I want to download the pocketsphinx library that recognizes the voice but gives an error Deprecated command line option: -modern. This option is now always on.
error: Microsoft Visual C++ 14.0 is required. Get it with "Build Tools for Visual Studio": https://visualstudio.microsoft.com/downloads/
