Error (code=13) immediately when trying to install Eclipse on Win?

Tell me please!
I'm trying to install Eclipse on Win8 (they will install on Mac later)
Immediately during installation, an error appears code=13
It seems that I found a solution here stackoverflow.com/questions/11461607/cant-start-ec...
Now the Java version is "1.8.0_45"
But I still can’t figure out what needs to be removed / installed (where and which version to download) / transferred in order for everything to work.

I understand that you have Java installed under a 32-bit axis, and you are trying to run Eclipse 64 using this Java.
Or you have the wrong java bit depth or you downloaded the wrong eclipse
