English version of the site: harm or benefit for the Russian-language site?
The question is: can a low-quality English version of the site (for example, all content translated through a translator with errors) slow down the promotion of the Russian version, or vice versa, is it a plus among competitors and helps in promotion?

In general, this is not known for sure, but most likely there will be no problems. If there are a lot of errors in the English text, then the PS will simply consider it irrelevant and will not show it in the search results (and, apparently, you don’t need this).
Russian-language pages will be evaluated independently of English-language ones.
Perhaps, for greater fidelity, it makes sense to generally close the English version from indexing through robots.txt (plus, if there is a knowledgeable SEO or proger, close the links leading to the English version with java scripts), then PS will not investigate it at all and there will definitely be no problems.
The fact that the very presence of the English version can play a plus, I have not read anywhere and I think that this is doubtful.
