Endless request for the last order - what could be the reason?

We use the exchange module for 1C of the latest version.
An error has appeared - when exchanging orders, the last order is requested in an endless loop until the specified end of unloading in the 1C profile.
We used the algorithm for the test:

First you need to execute
https://site.ru/bitrix/admin/1c_exchange.php?type=...
In the fourth line, the site will return a token (session id)
then
https://site.ru/bitrix/admin/1c_exchange.php ?type=...
then
https://site.ru/bitrix/admin/1c_exchange.php?type=...
then
https://site.ru/bitrix/admin/1c_exchange.php?type=...

At the 3rd step, an unloading is formed.
After step 4, all orders should be unloaded (disappear from unloading).
This is not happening.
What could be the reason?

The reason may be the time difference. Because the algorithm is something like this: Bitrix fixes the time of the last upload and on the next upload uploads orders whose change time is later than the last upload.
Check that the time and time zones match 1s and the site.
