Had the same issue after updating Unity. The result - in the project path there were folder names in Cyrillic ("Desktop"), if all the folders in the path are in English, everything works.
This problem is solved like this: in an open project, click Assets then Show in Exloper (look in Explorer), Explorer opens, and you look at the file path at the top, usually it is This computer / Local disk C: / Users / and so you need to do so that in this way there were no words in Russian. You can change it now, but it’s better to return to the Unity Hub to create a new project and choose such a path for storage (you can use another one), but I set this one - Local disk C: / (then comes the name of the folder that you need to create on the local disk SEPARATELY FROM OTHER FOLDERS!!!!). After you have chosen the path, click create and you no longer have such a plate. SUCH A PATH SHOULD BE ASSIGNED FOR ALL SUBSEQUENT PROJECTS SO THIS PLATE DOES NOT APPEAR AGAIN.
