Endless email notifications. How to check?

Hello.
I have a portal with a user base. And there is the functionality of writing articles. When I wrote the article, there is a button, "sending mail". If the button is pressed, then all users will receive a notification by mail that there is a new article on the site. So everything worked fine, until one user sent me a screenshot from his mail, that the mailing was looped, and he received more than 2000 notifications, until he put letters from me on the filter...
Out of 500 users, only one wrote with this claim ... Attention to the question: is it possible that the problem is not on my side? And how can I check this without sending new articles and notifications (I don’t want to endanger other users). Site in php, Yii1. It wasn't me who wrote, the programmers wrote, so I don't even know where to look for the problem, and whether there is one at all...

So don't bother, give it to the programmers, let them figure it out.

So you yourself subscribe to your newsletter, and find out what and how it comes.
We have a box in the company where a copy of all sent letters is sent. Yes, there are hundreds of thousands of letters, but we know everything. Plus, all letters are sent through the queue, there are records in the database.
We use MailCatcher for local testing. You can deploy it, test it, see what comes up.
