Employment in Ukraine without ascribed (military ID, respectively)?

Actually, the whole point is in the question. We need the realities of Ukraine.
He is not assigned to the military commissar, there is not a single certificate from there, but he managed to enter the university and graduate from it, although an assignment is required there.

I must say right away that I am not a citizen of Ukraine. Everything that I write below, I learned from the stories of friends (including Ukrainians).
I think that given the realities of Ukraine, no one except the state. office is not interested. In Ukraine, most of the development is outsourced, where developers are registered as contract workers (IP status; it seems they call it FOP). In this case, no one is interested in your ascribed / military ID, just don't focus on it. I'm pretty sure that most of the companies that hire people don't look at it too much either.
