Editing template sections: empty. Why?

I installed the engine, went to the admin panel: template management - site templates - the code is not visible, all fields are empty. Reinstalled the engine, assigned permissions, etc.
I understand that you can edit from the FTP client, but I don’t want to give everyone FTP access.

2) look at what it says when you enter the developer console and in the web server logs
