Eclipse+ADT doesn't create activities when creating an android application project, is there a solution?

Hey! I have a problem that a lot of people seem to have encountered ( for example, on StackOverflow ): when creating a new Android application project, activities are not generated (there is an empty res/layouts folder in the project).
Everywhere it is suggested manually " Go to "Help Menu Bar" -> "Install New software" and install (this will update it) url: https://dl-ssl.google.com/android/eclipse/ " and supposedly it helps. But there are unfortunates like me who are unlucky. I've been struggling for 5 hours now, trying to defeat this problem and nothing. Tried on Mac and Windows - zero result.
Perhaps there is a person who solved this problem?

Maybe click Android Studio ?

And so it helped me to completely delete the project and create a new one
