Dynamic PPPOE Client, failover 2 wan, mikrotik. How to setup?

There is an office in which mikrotik works configured for 2 dips, receives addresses by means of dynamic pppoe and from one and the other dip. Configured failover as described here (configuration: failover with a deeper analysis of the channel) Tell me, 2 points:
1) The manual describes the setting that is more suitable for a static ip address, how to do everything the same as with changeable gateways during reconnect?
2) How to force 2 ip addresses to respond simultaneously from outside? The problem is that which 0.0.0.0/0 is currently active, the one from outside and available. (Although both Internets are available from the router)
