Dynamic content indexing, hash links?

Links of the form:
mysite.ru/home.html#MYPAGE
are called hash links.
By clicking on such a link, the download usually takes place. content, its processing and display in the right place on the page.
How can you help search engines index your content?
Google offers this solution:

Apparently, you can use a sitemap with regular links to content pages (for example - mysite.ru /page.html/MYPAGE , through which the bot will receive static html content), and when the user enters .../MYPAGE, redirect to ...#MYPAGE.
Let's share our experience, who and how solves this issue :)
I appeal primarily to those who develop dynamic sites using hash links in navigation.

Two years ago, I made a solution similar to the one you wrote (sitemap and redirect).
