Drivers only work in safe mode.?

Windows 7 maximal. In normal mode, the computer finds an error in the firewood for pci and toshiba bluetooth, you still have to restart the network connection adapter at startup, because it does not work. Now restarting the adapter has stopped helping. He just became forever connected to the network. In safe mode with network drivers, everything works very well and immediately.
Reloading drivers, deleting, updating, anything simply does not help, from any sites, through various utilities, and even manually. I assume something is interfering with the drivers, something that won't start during safe mode.
