Doubles like site.com/?C=N;O=D or site.com/?C=S;O=D appear in the yandex search. How to set up a server so that there are no duplicates?

In the yandex search (there are no problems in google), there are duplicates of the main page like: site.com/?C=N;O=D or site.com/?C=S;O=D. I delete them (via Webmaster), prohibit indexing in robot.txt, but they still appear. The site is static, small, self-written, located on digitalocean.com apache+php. There is no index.html page, the main page is specified through DirectoryIndex. Tell me how to configure the server so that these pages do not appear at all?

As far as I understand, duplicates are due to filters on the site that generate get requests, thereby duplicating entities.
In this case, rewrite the filter so that it automatically throws the rial canonical and that's it.
