Domain registration with confirmation by SMS
A letter has just arrived, here is a quote:
" We inform you that from November 11, 2011, new combined Rules for registering domains in the .RU and .РФ zones will come into force.
The main point of these rules is that now new RU and RF domains will be delegated only after confirmation via SMS message. "
Can someone explain what this is and why?

As far as I understand the above quote, they will simply ask you for a valid mobile phone, where they will send an SMS with a code that must be entered to register the domain. Nothing is said about the owner of the number.
By the way, why are you asking this question to Habr, and not to the registrar?
I assume that this innovation should make domain registration as follows: users will only indicate their real phone numbers recorded in their name. And as an option - special. services can easily identify the owner of a site that is engaged in scams or any kind of deception on its resource.
Accordingly, fewer new sites with scammers should appear, because if earlier on most hosting it was possible to enter the left passport data, now even with the left passport data there must be a real personal phone number.
But this is ideal. Maybe there will be fewer scammers, but smart people will find a left SIM card (not registered to anyone) and will use this number to register a domain.
