Does your computer keep restarting when you boot up windows?

When loading windows (7), the computer constantly restarts without stopping. How do I start-switch off the power supply and immediately turn on the power supply, start the computer and immediately turn off the power supply, then immediately turn on the power supply and start the computer, and then it starts and otherwise constantly reboots. it started after buying a processor and RAM, the master said the frequency (of the processor or RAM) does not match the frequency of the motherboard, maybe because of this such a problem? I saw on the Internet they offer a place for IDE to put AHCI, but if you put AHCI, then it does not see the hard drive (although the registry value is 0). Help please who knows

I think that it will be easier for you to take it to the service, so that the guys would look and do everything right for you.
And what kind of a master is that? Where? I hope they didn't call you home.
