Let me know who has come across. Does Yandex Tomita work with English. I guess not, but you never know. And are there analogues that just work with foreign languages?

Yandex-tomite includes a stemmer that works with both Russian and English. This stemmer also lemmatizes words for both languages. The quality of lemmatization is, of course, a separate issue.
