Does the VPN service take control of my PC?

Hello everyone, I immediately apologize for the noob question, but I do not understand system administration and so on.
Actually, I have Ubuntu. Connected via OpenVPN today. I went out for coffee, I come back - all the windows are blinking, as if someone is moving them around the screen. What is it? Someone climbed into my PC?
Returning to the question - if I connect to some server via OpenVPN, does this mean that the admins of this server can easily get into my PC?

VPN is an additional secure network to your computer. By itself, it is not a remote administration tool, although with a clumsy setup of your PC, admins will be able to execute commands on it.
