Does the provider block Telegram even when using a proxy?

I use my proxy to work with telegrams, but one of the providers somehow blocks access, probably reads the headers, since the traffic is not encrypted.
What is the best way to solve this problem: nginx, VPN or something else?

Something is hard to believe in this, I suspect it's just that dns resolves through the provider and the address of the stub is returned there, and not the real site, change dns to Google ones - 8.8.8.4, 8.8.8.8
