Does the problem with diacritics in the path in Windows 8 (and not only) have a solution?

Hello.
More than once I meet a problem (specifically, on Windows 8.1 Upd1), which consists in the fact that many programs do not understand various diacritics in the file path, be it “ç” , “è”, etc. etc.
Sometimes one gets the feeling that this problem is specific software, but such software, in which this problem manifests itself, is becoming more and more.
In the standard Windows viewer, images whose path has diacritics open perfectly, but, for example, FastStone Image Viewer does not open. The program just starts.
The same tsMuxer does not want to work with files that have diacritics in the path.
Is there a solution?

Unfortunately, this is a software specific problem. For example, in C++, you cannot open a file containing unicode characters in the name using the standard library. But it's not only that. Many programmers in principle forget that the name or path to the file may contain non-English letters.
