Does the browser send data to the MTS server?

The netlimiter4 program sends something to the server - it sends for 15 seconds, then silence for 3 seconds, then it downloads (not always and a little bit) and sends again. And so in a circle.

Firefox browser.

PS The speed is this, because I download the game from Steam.

So MTS is your provider?
Cellular operators, more than other providers, like to intercept traffic in order to add advertising.

Some site pushed itself into Service Workers and now that site's java script is running in your browser in the background.
usually slip pop-up windows with news and advertising.
look for how to clean the shit out of your browser.
