Does the browser not always load styles/js right away?

Sometimes, when opening a page, it looks like this:

When the page is refreshed, everything becomes ok.
An example will result in chrome. But, like, it was shown and in other browsers. Now in others it was not possible to repeat.
Win 8.1 x64
Help, where to dig? )

I remember a long time ago there was such a virus. After a while, the sites just stopped opening. Try, just in case, to check the computer.
