Does the bank have the right to charge a commission for Internet transactions with VISA cards?

My bank charges 1% or a minimum of $0.33 for every internet transaction. Those. for a payment made via the Internet using card details (in my case visa classic).

Does the bank have the right to do this? Are there any requirements or rules governing this issue from Visa itself?

the bank is the card issuer, look at the conditions in your agreement. Visa does not charge any fees.

Firstly, the general scheme of payments when using a card is somewhat trickier than described in previous comments.
The final payer of the commission for a card payment (no matter whether it is done via the Internet or offline) is the merchant - the store where you pay for the purchase. This commission is deducted from the merchant by the acquiring bank, that is, the bank that provides the service for accepting card payments for this merchant (on average, this is about 2%). Then the acquiring bank keeps a part of this received commission, and gives the rest to the network payment system (for example, Visa or MasterCard). The network payment system, in turn, keeps a part of the money received, and gives the rest to the bank that issued the card - the issuing bank.
As far as I know the current practice, most of the sawn commission falls on the issuing bank. And I have never met or heard about a situation where a bank takes a commission for making a card payment (it doesn’t matter, again, online or offline).

In general, I agree with the point of view that the trick is in the contract - if the commission is written in it, then they can take it.
In general, it is curious to know - what kind of bank - the case is very rare and, accordingly, you can try to unearth the details.
Well, in conclusion, it is necessary to distinguish between transactions: if you make a transfer from your card (and not a payment for a product or service), then the commission for such operations is an absolutely standard practice - you just need to choose by price.
