Does such a service/program exist?

Suppose a person has a desire to learn/improve foreign language skills by watching series (or films) in the original dubbing. Is there a service/program with which it would be possible to implement the following scenario (or part of it):
1. The user specifies a directory with a set of video files (for example, series episodes).
2. The program for each file forms its dictionary - extracts the original subtitles, highlights the root words and calculates the frequency of their occurrence.
3. The program sends the resulting set of dictionaries to the smartphone application
4. Using an application on a smartphone, a user (say, on the way to / from work) can view a list of words used in it before viewing the next series (with a knowledge test, with translation on demand, with the exception of previously encountered / memorized, etc. .e)?
