Does such a device exist?
I'm looking for a device the size of a whistle that sticks into the port of the router and once a minute pings something on the Internet, checking the connection and beeps if the answer is not received, i.e. provider or router lay down. He, probably, and power can be taken from the network cable? Is there such a thing?
If not, is there something similar sitting in the tray in Windows?

powershell script.
How to write to the notification center (sample script at the end).
probably easier than this one from the ready-made ones not to find
www.lantronix.com/products/xport
but it's easier and cheaper to make such a thing yourself IMHO. for tray, it’s also easier to file a program or even a script yourself
