Does restarting mssql services affect business application performance?

Good afternoon. I recently noticed that after restarting the sql 2008 services, the business application runs faster for some time, but every day it "slows down". There comes a critical moment when everything runs very slowly, restarting saves. Could you guess why this might be happening? Whether it is possible to avoid similar "degradation" at the server level. Thank you.
I'm a noob in the sequel.

I will assume that for some reason memory is leaking on the server with the database, follow it, if this is the case, then dig in the direction of the business application, it may be that incorrect work with connections occurs on its part.

Fandorin, I understand. But how can you track it? There is a limit in the sequel settings, but the memory is almost always occupied (i.e. if the limit is 16 gigabytes, then 16 will be occupied), I thought this was normal behavior, am I mistaken?
