Does programming exist without a programming language?

Good day.
A question from the category of "help me, I'm a beginner."
I recently finished studying html and css. Now the question is which programming language to start learning. I'm not interested in learning: "to start earning faster" or "to freelance as soon as possible", most likely the goal is to get a quality base and a good understanding.
Recently I came across a post on the Internet where it was written "it is better to start programming not from the language, but from the programming itself, for a more promising future and better understanding. After this post, I got the opinion that programming takes place without any language. Tell me what did he mean. And where does it all start?

вы изучили html и css вот и двигайтесь дальше. Попробуйте создать сайт на любой бесплатной cms. Для этого юзайте php. Изучайте js, без него вообще никуда при создании сайтов. Когда более или менее вникнете в процесс, тогда вам будет легче понимать логику программирования. А программирование без программирования имелось ввиду, что не надо упираться в один язык.

You decide whether you have already started or have already finished.
Programming in your case, in theory, should already be continued, with a programming language.
