Does not highlight the outline when hovering tools. What to do?

Hello.
On one machine, Illustrator CC 2017 stopped highlighting the outline on hover. More precisely, it started back with SS 2015. Turned off and on, rebooted, regoogled, reinstalled for 2017. The problem hasn't been resolved.
Everything is ok on the other machine. The work is not something that got up, but it infuriates me a lot.
Where could we click so inaccurately? :)

I have never observed such behavior at all) The contour appears only when selected, but not when hovering. I noticed only the following nuances:
Sometimes, when selecting, midpoints do not appear around the selection perimeter. Treated by pressing (sometimes holding) CTRL.
You can accidentally turn off the display of selection frames inside selected objects. Treatment: View -> Show/Hide edges.
Sometimes the selection border turns white. I did not understand how to treat (already asked a question here).
