compiled it works

Your program works fine on Ubuntu 15.04.
However, from now on, use virtual machines to test the functionality on different systems:
https://www.virtualbox.org/ - Virtualbox - virtualization program;
virtualboxes.org/images/ubuntu - Images of Ubuntu installation disks and virtual machines, for example.

Under Windows it will not start and should not because it is ELF, but under Windows PE is still necessary. I suspect that you forgot the link to the Windows executable, or you don’t understand what you are doing at all.
As for the line - if there are libraries in the system - it will start, if not, it will not start. Everything is simple.
