Does Mono see the wrong assembly, or does it not see the whole assembly?

Mono

Mono in every possible way refuses to find the HttpWebRequest class in the System.Net namespace,
although the assembly is linked (I also tried to disable the link):

And in the Assembly Browser you can find this same HttpWebRequest in System.Net

What could be the reason for this behavior of Mono? Thank you!
PS Target Framework = 4.7.1;
Language Version = Latest (but tried also on 7.0)

Xs, what is there, but httppwebrequest is a terrible legacine. Use HttpClient
