Does menu location affect SEO?

There are two menus on the site, in the header and in the footer, is there any difference where to put a link to the page with a list of articles?
That is, if I place it in the footer (because there is no space in the header), will this not negatively affect SEO? because it will be almost at the very bottom of the site?

It will definitely affect. The lower the link, the less weight within the site it transfers. That is, if you place a link to a section at the bottom, then its internal pages are less likely to get into the top search than if you place a section in the top menu.
