Does JetBrains have discounts + a question about the licensing scheme?

Good afternoon.
I am new to JS. I want to purchase for personal use (student, etc. versions will not suit me) WebStorm (while I understand the trial version). The question is:
Are there Christmas/New Year discounts on their products?
At the end of the year, you don’t want to run into a situation when you buy for $59, and in a week it will be, for example, $39 ($20 doesn’t make much of a difference - but nonetheless).
Can anyone say: have JetBrains had similar promotions in recent years?

PS And a question about their licensing scheme. I understand that I am buying a subscription for a year, at the end of which I can use only the version that is current at the time of purchase (and not current at the time the subscription ends ) without further payment?
