Does it make sense to start using cool but not popular technology?

Such a page sounds exciting
https://bulma.io/alternative-to-bootstrap/
but it stops a little that in the end it may turn out to be a one-man theater, and in a couple of months it will simply die, because. The community won't budge.
Does it make sense then to start at all, or is it better to look for some HYIPs that are more likely to take off, and then it won’t be a shame to be one warrior in an open field, converting to something new / mainstream?

Depends on what you program for. If you are engaged in your project, then you have the right to code on whatever you want and only you are responsible for this. The same if you are a team leader.
But in the team you most likely will not be allowed to use such technologies.
By the way, if your framework is really cool, then it is unlikely that it will die in a couple of months. But in a couple of years, the prospects are not very good.

1) And you are not going to contribute to the development of the project, right?
2) It all depends on how exactly you work. I take tasks. And I solve them using the technologies I choose. If you are given tasks for a specific technology , of course it makes sense for you to focus on what you are given work for.
