Does it make sense to post content when the site moves if it is stolen?

Hello.
The bottom line is this: there is a 6-year-old site with unique content that previously occupied top positions in the search. But for the last year and a half, I have not been involved in the site, from the word at all. Sometimes it could be turned off for 2-3 months.
As a result, a couple of months ago, the site resumed, and a couple of days ago it was transferred to https. As a result, the site fell out of Yandex completely, in Google it starts to appear a little at a time.
And this is supplemented by the following - there is a competitor site, which is half a year old, but at the moment it is in the tops. And the competitor site is open, word for word, steals content from mine, all the old content and everything new. It doesn’t even rewrite, but simply copies- Inserts to itself.
The question is: does it make sense to post new content until the search engines have indexed the site? Or if all the new content is stolen by a competitor, will that only make matters worse and worth the wait?

In general, there is a sense, but there are a couple of conditions:
1. Register in Yandex Webmaster there is a section "Original texts", before
posting the text on the site, add it there 2. Put the texts on the site first accessible via a direct link, the link is in the map site in a non-standard way. Post an article to the public only after it is indexed in the search

Put a watermark on the pictures and in the footer of the site write copyright all rights reserved (Microsoft helped a lot lol) but better put the date of the articles so that you can prove it in court and read the law, you didn’t indicate the country of the thief’s site and your
