Does it make sense to name html files?

In my CMS, all documents are created in their own directory with a unique name like: /2412/
Inside such a directory is an html file that can be called simply index.html or more like: /Uzbek pilaf recipe.html
What is better for search engines and in general?
Should I make the full file name that is already in the title of the document

I don’t see the point
if each individual page will have the path http://site-name/2412/
http://site-name/2412/page-name.html
IMHO, the 1st option is simpler
