I apparently decided to collect everything ... I
screwed Jquery File Upload - everything seems to be fine, but it writes Cyrillic files with krakozyabrs ...

It depends on the task, do you need file names in Cyrillic at all? In general, if a lot of files are expected, it is better to replace their name with a hash and put it in a folder with the name of the first two characters of the hash, store the names themselves in the table with a hash, but again, it depends on the task. You can use transliteration (and remove all invalid characters too). In any case, the Cyrillic file names are another hemorrhoid, problems with them either pop up via FTP, or when uploading with third-party applouders, or when working through php.
