Does google adsense pay 13% for physics?

I don’t understand, I read somewhere that a tax of 13% is withheld.
Now I decided to calculate, exactly as much came as I withdrawn to the ruble account when converting at the bank's rate.
Can someone please clarify on this?
Is tax paid? At what point? Or not paid at all?
Or do you need to do it yourself?

PS Physicist, I withdraw to the ruble savings.
