Does FireBird support HexToBin and Base64Decode?

Found this example:
insert into T(BinaryBlob) values(HexToBin('FEFEEFEFEFEEFEEFEF'));
insert into T(BinaryBlob) values(Base64Decode('fdsnjerhufds73fdsj'));
I don't see anything like this in the documentation.
Is it there or not?
