If so, how much load will it withstand (in the free plan)?
If not, is it possible to temporarily enable the anti-DDoS service without switching to another tariff plan?

Anti-DDOS is not one big red button with "on" states. and "off", but a layered service.
CloudFlare provides basic protection on all tariffs, because. it is unprofitable for them to pass uncleaned traffic with icmp/udp/syn/...-flood through themselves.
As the experience of the Cyberbunker attack on Spamhouse showed, the quality of such protection from Cloudflare is not yet ideal. But it's better than nothing.
On expensive tariffs, the number and complexity of protection increases.
For example, they protect against typical attacks on vulnerabilities in Pehape and common CMS, etc.
