From personal experience: iPhone 4S, 5 and iPad 4 in NJ - successfully (3 separate orders at different times, all passed the first time).
A couple of months ago I ordered an iPhone 5 in DE - a refusal.
Judging by the reviews on various forums (I studied more than six months ago) - with luck, sometimes with the n-th retry they send to the same address.
