Does another window appear when you type pip freeze or other commands?

I open the command line, enter for example pip freeze, a new window opens "shows which packages are installed" and closes, the point is that this output is not on the command line, but in some other window ?? I don’t even have time to see anything ... Or, for example, if I install numpy (pip install numpy), then again the command is simply entered on the command line, then a new window (python.exe) opens and the installation is performed in this new window? What kind of nonsense? How to make installation, etc. were only on the command line? And the new window is located along the path C:\Users\bogdan\AppData\Local\Temp\3582-490\
although everything should work along this path:
C:\Users\bogdan\AppData\Local\Programs\Python\Python37-32. ..

try installing the Ubuntu subsystem on Windows
This can be done through the Windows application store
