2. What is the best for a web designer?

For example, you can start looking for orders at https://freelance.habr.com/ , it would be nice to put some work in your portfolio so that customers know what they are choosing. If I'm wrong, there is no need to start an IP. From my practice of IP, I did not need, if a company or a person wants to conclude an official contract, then this can be done according to the GPA (only be sure to agree on who will pay the tax).

Forget about IP for the coming years, it is not needed, because at first you still have to work with small things. Get a debit card and Yandex money. When the salary rises to 70k (rubles) per month, you can think about self-employment. When the salary rises to 100k per month, you can apply for an IP.
The best thing is to go to work in the studio. And after gaining experience, start freelancing. Well, if you decide right away, start with fl.ru, and don’t listen to the haters, because this site is inundated with constantly incoming orders, like no other among Russian ones. There is also kwork, it is simpler there, also as an option. And don’t even poke your head on Upwork, because no one needs a beginner without experience.
But it’s better, of course, to get a job in a studio or a team, where they will give you knowledge and practice in half a year more than you will study and practice on your own - 2 years.

Freelancer in Belarus: open a bank account (in a bank with a minimum percentage of transfer to a card), get a card, apply for an IP on the simplified tax system (revenue tax), do not forget the Social Security Fund (it’s good to work somewhere in three days in parallel, at least for food, which would pay fsz). Forget about foreign orders and exchanges. All proceeds in squirrels on the account from yurikov (otherwise the cash register in the shoulders). There are other options, but this is on its own.
