Does a free heroku account have external internet access?

I'm looking for a free resource (like PythonAnywhere) that allows urlopen requests from urllib to external internet resources. in the free account pythonanywhere (as I understand it) requests of this kind do not pass

Outside requests seem to be allowed in Heroku.
PythonAnywhere positions itself not as a hosting of amateur projects, but as a sandbox, which is why such restrictions. In fact, there are even more of them.
Other free PaaS alternatives include Bluemix, OpenShift, AWS (for a year), Google App Engine. Somehow I compared them on my blog .
