doctrine driver not found, how to fix?

Killed the whole day, rummaged through the floor of Google.
There are 2 databases, one remote, the other local, both mysql.
Local open_server.
When I on symfony 4 try to execute the command: php bin/console doctrine:database:create I get the following -

3) phpmyadmin is running.
4) indicated all possible data collections - There are
