Docker. Why is a postgres error being caught?

Container won't deploy, catching error from postgres: initdb: could not change permissions of directory "/var/lib/postgresql/data": Operation not permitted
Same situation happened on Ubuntu 16/17/18
Current: Deepin 15.5 (debian)

Apparently Roskompozor also blocked Google translator. Apparently there are no rights to the directory.
Find out where this directory is (in the container volume or being forwarded from the host) and why there are no rights to it.
