Docker in development or delivery?

Recently met in docker. I went through the getting started documentation. Did a couple of tutorials.
Do I understand correctly that it is also used in the development process, for example, a fullstack app, they are launched not on the local, but on the VM using docker and developed? Or they develop in a simple way, as I used to, just on their local back and front.
Create a skeleton image, run the container, then save the changes to the container...?
Or do they create a complete application and just wrap it up for delivery?
Or so and so?
