Do you need to know applied tools for big data, analysis and machine learning?

Hello everyone, what do you think, is it necessary to have in your "case" knowledge of tools like matlab or c ++ and python with its libraries more than enough?
Thanks to all.
UPD: Not only for the above areas, but for math modeling in general.

There are a lot of different tools for working with Big Data, Machine Learning and data analytics - from Python to Watson, from RCPP to TensorFlow, from Tableau to SPSS, from RapidMiner to Hadoop.... The list goes on and on. Incidentally, even the trivial MS EXCEL has the tools for most of these tasks.
In principle, all tasks can be solved even in C ++, even in Java, even in Assembler. Here, even neural networks are already written in JavaScript. The question is what exactly do you want to do in the end, how to deeply understand what exactly you are doing, how quickly you need to go from setting a problem to a ready-made solution, how much money you are willing to spend on obtaining this solution and what initial knowledge in the field of programming technologies you or your team own.
Therefore, I recommend starting training not with tools, but with ideas, algorithms and methods that underlie Data Science tasks. And along the way - figure out which tool is most suitable for your case. And most likely, it will not be one tool, but several, which together will most fully and effectively cover exactly your range of needs.
